In the Yvert Tellier catalogue (France) these numbered pairs are called "Millesime" and have a rate higher than 2 stamps.
For Algeria I do not have a catalogue but I think the same rule applies.
I've also seen the other 2 pairs with numbers.
The prize for 2c is 4 times the value of 2 single stamps.
For 3c 7 times.
Pairs without numbers between them do not get any prize.

The 2 "Blanc" type are Yvert-Tellier no.3 and 4 (MNH=17 Euro, MH=11 Euro)
The cancelled pair is YT 14, value 35 Euro
My old 1979 SG France catalogue includes the colonies. There are 10 pages on Algeria, showing issues up to 1958. Stamps of France were then used in Algeria until Algerian independence in 1962. Not a specialised catalogue - for that I'd look at what Yvert & Tellier have to offer (which is in French, of course).
Even there is many specialized catalogue, Yvert & Tellier Editions have issued recently a very intersting catalogue for the whole French colonies period
"French colonies and Desk aboard"
it is includes the mostly of varieties and many information, very interesting.
It is in french language, maybe there is an English version for other countries?

To my knowledge, there is no catalog dedicated solely to Algerian stamps.
Does anyone know if there is a catalogue dedicated to the stamps from Algeria? Something for the specialist would be nice. I have acquired many unusual items over the years and would like to know more about them. The photo below is a small example.
