This is like a first day cover, only in this case the stamp is placed on a sheet and then cancelled with a special first day cancel.
They have no use other than being collected, although judging from the amount available on the market, few are still collecting them.

It is officially issued and I think the more correct translation of "Ersttagsblatt" (ETB) is "souvenir sheet".
They are beautiful but require a lot of storage space
It's similar to what the USPS puts out. They are nice, but they too are large. Too bad Canada didn't do something like it.

This is not a "Souviner Sheet"
It is a "First Day Sheet" ie a stamp is stuck on a card and has a first day of issue cancel.
Just like a first day cover but issued on a card rather than an envelope.
A souviner sheet is issued and normally contains one or more stamps surrounded with a border and some other illustration/script.

Interestingly, the stamps can be removed and used on
regular mail. Sometimes such souvenirs are printed by
a different printer from the agency, or different press,
from that produced the sheets for routine usage, or
at a different date, thus having some identifiable
characteristics.
Many of the minor variants of certain Machin stamps
are from some kind of souvenir sheet, sheetlet or
booklet.
