These are mihon (specimen) overprints.
... and, as far as I know, there is a not a catalog that values mihons. (Well, perhaps in Japan, but it doesn't circulate widely.)
I think the best way to get a feel for a valuation is to search eBay (or just Google) with the Scott # and "mihon", and see what kind of a range of pricing you get.

of any catalog, especially Scott.
Scott Catalogue lists this Se-Tenant pair as #737a (#736/#737) without the red overprint. No reference is given to the overprint? I need a catalog valuation and classification for this pair of stamps. Thanks!
