if this is representative of the rest of the collection, it will have very little monetary or philatelic value. It's basically a starter collection.
IF the individual is considering collecting, this might be the most important start, because it represents the family's initial efforts.
If this is instead how do monetize it, there's not much here.
I realize that this collection is of little monetary value. It has been my experience over the years that a family may want to hear that their relative "enjoyed the collection, spent a good deal of time maintaining it and loved it." They may then wish to keep it as a family memento or perhaps someone in the family may want to explore stamp collecting. If they do want to dispose of the collection, I offer the option of a donation to a local club (In the past it used to be the the Stamp Out Cancer Auction). A club can always used the collection as an inducement to younger collectors or put the stamps in a "penny box" or even sell the collection and put the funds into the club treasury or donate the proceeds to a charity.
For 43 years the QCSC has been a part of the Stamp Out Cancer Auction. This year marks the end of the auction The age of club members and lack of volunteers has made it impractical to continue. However, those donations that do come in the future will be sold at a monthly club auction with the proceeds to go the the American Cancer Society.
I don't think that anyone in the family in question has knowledge of stamp collecting and may be concerned about the value of the stamps value. A face-to-face meeting with a collecotr or a club may help.

I live in Lakeville and hope to attend the meeting of the Maplewood Stamp Club next Thursday. From their Facebook page:
"Our club meets on the fourth Thursday of each month at the First Lutheran Church, 4000 Linden Street at Hwy 61 and County Road F, White Bear Lake. Doors are open at 6:30 p.m. for conversation and informal trading. The meeting starts at 7:00 p.m. Program and Auction follows the meeting."
I haven't been there in several years what with the pandemic and all, but hope to start to attend regularly now that I've retired. The auction is a lot of fun. If you are interested in attending PM me, we can meet in Lakeville and go up together (weather permitting )
Unfortunately I haven't found an active club south of the river.

I would try to contact a club member first. Many clubs are still meeting via online services, and not in person meetings.
I have been contacted by a woman who lives in southern Minnesota. Her mother was from the Quad City area (Rock Island, Davenport). While clearing out her mother's house, she discovered that he mom had a stamp collection. They are relocating the collection to southern Minnesota this weekend and would be interested in having someone take a look at it and help them in deciding what to do with it.
Any suggestions?
