Both Austria ("Oster..." or "Oester..."is the hint).
Left = SC# 17 Offices in Turkish Empire (the overprint currency "piaster" is the hint).
Right = SC# B118 Semi-Postal (the "+2" overprint is the hint).

I would say that they are all Austrian revenue stamps but do not have a Barefoot catalogue to confirm.
Edit.
A web search reveals confirmation. If you search for the other years I'm sure you will be able to see examples.
