As the PO box note is crossed out, perhaps it means something on the lines of Large mail, postal pick-up.
I think LMPP means 'London Mail Processing Plant'.

This is what the handstamp means:
BAG SERVICE: Canada Post customers who hold a post office box, sometimes receive more mail than can fit into a post office box. This is especially true with government departments and businesses. At no extra charge, Canada Post will not stuff the post office box, but will then assign a mail bag for that post office box.
When the customer goes to the post office and opens their post office box, there will be a note inside directing them to the counter. They will then be handed a mail bag with all their mail.
The handstamp directs the inside postal workers to direct the mail to the aforementioned bag, rather than the post office box.
LMPP: Patches is correct! LMPP is London (Ontario) Mail Processing Plant.
