Reckon that could make them a bit of money from folks that have forgotten they have an account or for whatever other reason are unable or discontinue using same.

The web page does not say, but I would assume after 1 year of no activity.

I sent a message to PayPal asking how long the account has to be inactive.

I sent and received a message from PayPal regarding the $20 inactivity fee for Canadians. The fee will only be applied if your account is inactive for one year.
That seems fair.

The $20 charge seems to be only Canada. I received an email yesterday with changes in USA...
