It says something like Amurskaya Oblastnaya poshtovaja marka
It is indeed far east Republic, see alsomthis below from the Rossica journal

Also found on Colnect under Russia Civil War White Armies. 1920. Said Scott Number is Russian DV 42 what ever that is. I cannot find in my Scotts. Also note on page Jansimon submitted it also says the Scott number is 42.
Maybe someone smarter than me can tell me where in the Scott Cat it is found.

The Far Eastern Republic was briefly independent and is therefore listed as a separate entity in the Scott catalogue, contrary to comparable other civil war regions that issued stamps and are listed under Russia or even Latvia. It is typical of the halfhearted approach of Scott: sometimes they list items under a main entry (for instance Australian states next to Australia, German states before Germany) and sometimes you need almost all volumes because you foolishly chose to collect the Russian area during the civil war period...
So it is Scott # 42 for Far Eastern Republic.
