I think in the 2020 catalog the price for used was $0.40.
Any suggestions as to which is correct or did Scott make a mistake.

You are right about the 40 cent value in the 2020 catalogue. Is the new value in italics? If so, then the stamp is not well known to be found postally used. The face value of 35c may not have had much use.
Sometimes the Scott editors conduct a review of an entire country. If you haven't already done so, check the introduction to the catalogue to see if Mauritius is mentioned.

I forgot to look at the introduction pages. Yes they did a review and change many prices.
I still find it hard to believe that it went from $0.40 to 10.50 in Used condition.

The 2022 Scott catalog lists it at $10.50 used with no italics.

In Scott catalog 2021 edition Mauritius # 348 is listed at $10.50 used.
I think in the 2020 catalog the price for used was $0.40.
