You could check out W H Smith's they stock a range of stamp collecting items and put together a bunch of stamps from your duplicates, maybe thematics to go with the particular child's interests.
Dauwalders of Salisbury do a stamp starter kit which is really just a stock book with a bunch of stamps.
Could not see anything on the Royal Mail site but possibly they do something.

When I was a kid we could get a cheap printed album, a packet of hinges and a packet of mixed world wide stamps. I have five grandchildren and on their 8th birthdays I would like to give them the equivalent as something other than computer based hobbies. What is the modern equivalent?
