Here is why:
As per my 2019 Yvert catalogue, the last issue catalogued stamp is for 2010, airmail for 1994 and souvenir sheets for 2000? no stamps after these dates, even on the novolties, is this means that Mali stopped printing stamps after 2010 ???

This is by no means unique. There are more countries that have, for different reasons, stopped issuing new stamps. Sometimes temporarily, sometimes indefinitely. Take Afghanistan for instance. Everything issued between 1989 and 2002 is fake (mostly inscribed "Afghan Post"), simply because there was no postal service due to the war with the Taliban etc.
This is confirmed by the current Afghan authorities, but unfortunately the major catalogues do list stamps from that period. Sometimes with a note that they are "unauthorized", which is a kind way of saying they are fake and should actually not be in the catalogues. I do not know what is the background for Mali, but the criminals that create these kind of pictorial wallpaper almost always choose countries with weak or absent central governments.

I think not only countries under war or haven't structured post regulation or stopped printing stamps. A friend to me send me this below Algerian sheet which is of course fake, he found it on an european website for sales.
