Most two-hole paper punches that I have seen have got some sort of arrow, guideline, pointer, or a similar implement right in the middle. If you take a sheet of paper in whatever size you are using, fold it in half, and align the fold with said arrow or pointer, you'll get the paper punched in the correct position. Set aside the folded sheet, and reuse it by putting it on top of the stack of pages in this size you want to punch. Make sure that the distance between the holes fits your binders!
European paper punches (hole distance 8 cm) often have a sliding guide where you can chose between Letter, A4, or Folio size, sometimes also A5, A6, and "888", the latter being useful for 4-ring binders and A4 paper.

I have an adjustable hole punch that could do 2 holes but if I recall it may require manual positioning of paper to get the holes where you want them. There are markings for various patterns/spacings. The punches are moved and set in place with a set screw.
A local print shop my do this for you for a fee.
Alternative idea (in particular if it is a long ride to town): Clamp the stack of pages between two wooden boards, mark the holes, and use a sharp drill bit.
I use a Punchodex by Rolodex. It has paper guides up to 12.25 inch. The punches can be positioned for 2.75, 4.25, 5.25 or 7 inch centers. I don't think they are manufactured any longer, but they are very sturdy, Made in U.S.A. They sell for about $30 on Ebay

What do you use to punch two holes in a 11.5 inch paper? A check of Office Max & Walmart show punches for regular size paper.
