I'd suggest that it's a forgery. Similar overprints were used in East Pakistan when it became Bangladesh in 1971. However, I find it doubtful that there was enough of this issue available 13 years later for use in this way.

It's early here, the coffee hasn't kicked in yet, and I need to head out for an appointment, so I won't attempt to translate the German and will leave it to others, but this is at the beginning of the Bangladesh section in the relevant Michel catalog (Volume 8.1, South Asia).
I just now thought to check the beginning of the Bangladesh section of Scott.
It says:
"Various stamps of Pakistan were handstamped locally for use in Bangladesh from March 26, 1971 until April 30, 1973. Thousands of varieties exist."

My initial reaction was to add a space to the Steiner page but guess I will just put it in "homeless" binder since I do not collect Bangladesh.
I'd be surprised if any post offices were overprinting stamps with a face value in annas for postal sales to the public ten years after the the currency was decimalised.
Before Bangladesh stamps were issued, Pakistan stamps with hand stamps were used.
The cataloging of this must be reserved for a special catalog.

Probably every printing press in the country made handstamps until the Bangladesh Government got organised. Some may have been authorized, but then once the shades were drawn the fun began.
Checking these might be as interesting as the pre-'49 Chinese Martyr and Sun Yat Sen issues.
I cannot find the 1958 14AS Pakistan Human Rights Issue in Scott, SG, or Colnect. The one without the overprint is Scott/SG 100.
