Warsaw Town Post
The history of the Warsaw Town Post can be found in the Stamp Encyclopaedia Poland.

From the Main menu (LHS) go to Town Post 1914-1918, then chose Warszawa; then you can work your way through all the stamps.
K.O.M.W. (Komitet Obywatelski miasta stolecznego Warszawy) = Citizens Committee of the Capital Warsaw
It is a local Poland stamp, as you have been told. There are many different areas but, again as you were told, it is a Warsaw local. If you have access to the book Poland 1918 Locals by Barefoot they are explained and priced in the book. This one is 9a,b or c depending on the shade of yellow or red and lists for 10 cents in the 1999 edition. It's a fun area to extend a Poland collection into.

If you look in Scott's the numbers jump from #1 to #11. My guess is that originally numbers 2 to 10 were used for some of these local stamps. Does anyone have any very old editions of Scott to verify this for me? I've asked this question before and never got an answer. I only have Scott's, do any of the other catalogs list some of these locals under regular Poland issues? Just curious!
Scott 1929 already jumps from 1 to 11.
