This looks like Sri Lanka Scott #1245 from 1999.
Thanks Gentlemen, i knew the answer would come..to think i burnt my get out of jail card on that stamp...i thought it was a much earlier stamp than 1999.
I guess my next Scotts catalog will be the LARGE PRINT edition !

Yes, Twenty Two Volumes and three hundred pounds.
It should have a set of dolly wheels and a small portable hoist.
A better thought, hire a Swedish au-pair girl to push my wheelchair
around and read the fine print for me.
You can use Colnect and Stampworld to find issues by identification since Scott is not 100% illustrated. I usually search by denomination to get thumbnails of images to browse. How much you see is based upon membership (did not sign in, signed in but do not play, paid membership).
I looked in the scott catalog...i looked at my Ceylon pages, i looked at Sri Lanka pages, i put my wife the detective on the case..came up cold. Nothing else but to approach the Gurus of Stamporama . What stamp is this ?
