No it looks disturbed. These English stamps have safety features. If they get wet the ink will run and so forth. It's a 2017 Madonna and child christmas stamp. It comes in a mini sheet. Unsure of the number. They are beautiful though.
And I know that because I tried to soak a pair off of a cover and the gold ink went everywhere. Still have them as a reminder.
