I have seen Scott assign a completely different design using a small letter suffix to another design number.. I assume they did not want to assign a design number out of sync with the sequence.
I think that Scott is the only catalog that would give a different number to a two
almost identical stamps and the same number plus a, b, c and so on to stamps that
are completely different.
I have just been checking Indonesia the Interim Period Scott's give 2L13/14 A26 which are the Soekarno stamps ,further down the page you have all these different designs all A26 with a suffix a,b,c.I thought different design had a different design number?
