I am particularly interested in a catalog number for it, as well as an issue date as I would like to properly record it in my collection. After a lengthy search online I came up empty handed.
Any help would be appreciated! Thank you!

I'm willing to be corrected on this, but I think this is definitely in the cinderella category.
If it were "Sultanate of Oman", it would be considered legitimate and catalogued by the majors. But the "State of Oman" is not catalogued, not even by Michel, which is often lenient in what it includes.
Here's a little bit I found about the stamps from there:
