I am by no means an expert, but believe the stamp is from Italy and is an economic exhibition stamp of some kind. The word Mostra also signifies specimen. And in my great knowledge of Latin, believe the date is 17-24 October, 1948.
This is all a guess on my part, but may point you in the right direction.

I just typed Mostra Economica Capodistria in Google and the first hit was this stamp
I often use the Scott index to find stamps, but did not realize that you could also find stamps just using initials. Lesson #1 learned. Thanks Roy.
I also use google to find things, but never just typed non English words to find things. Lesson #2. Thanks Jansimon.
