The top one is only the "tab" (decorative sheet selvage) of an Israeli stamp, not the stamp itself. A pity, because stamps with attached tabs are rather popular. The stamp itself is probably the "Dragon Rapid" 2.20 shekel one, issued on 13 May 1998.
