I have been unable to find any relevance of this signature to the issue. (Usually, it is the stamp designer, but not in this case).

Can anybody help?

This one is a mystery. That is Scott no. 1306.

According to the stamp production credits listed in my Milennium Edition of Linn's World Stamp Almanac the following names are listed:

B.E. Pringle - Designer
R.L. Miller - Modeler
J.S. Creamer, Jr. - Vignette Engraver
H.F. Sharpless - Lettering Engraver

The signatures on your FDC don't seem to match any of those names.

Someone within the Post Office organization who attended or officiated at the first day ceremony?

I've attended just a handful of relatively recent first day ceremonies, but I've definitely seen USPS officials sign them. (Perhaps even just the local postmaster?)

It looks to me like "Mr. Arvon Griffith", although who signs with "Mr." I don't know.
