By the phrasing of your message, it sounds like you are counting perfs. That is not what a perf size measures.
Perforation measurements are technically a measurement of how many perforations
in a 2 cm distance. You need to use a perforation gauge for accurate results.
Do a search of this board for "perf gauge" or "perforation gauge" for old discussions on this topic, which include images of different types of gauges.
