That is it a Revenue stamp, I can see an "T" in the cancel., probably "Tesoreria" (Treasure Department).

Yes, it's a revenue stamp, one of the "Renta Interior" or Internal Revenue issues. When this was issued the practice was to affix the stamp to the document for which the tax was being paid and retain the talon (missing on this specimen) in an accounting ledger. Roberts (2011) gives a CV of 15 cents.
I have an older stamp, 10 centavos, dated 1917-1918 on stamp (not the franking). appears rouletted 14. See attached for picture.
