These stamps would be for Spanish Administration of Andorra. There are also stamps issued for French Administration of Andorra as well. Perhaps you're looking in the French Admin pages of the catalog?

The stamps were issued over several years. 3 in 1979 (1, 5, 13 pta), 2 in 1981(7,20 pta), 1 in 1983 (26 pta) and 1 in 1986 (35 pta). Not sure how you define a set? Thechnicaly they may be defined as 4 separate sets.

Some people distinguish between sets (stamps issued on the same day, or at least within a short time span of each other) and series which may consist of several sets and/or single stamps issued over several months or years (such as the recent German lighthouses stamps). So if you want to give it a name, I reckon we've got (part of) a series in the image shown in the first post.

In SG they are listed as five different series of the same issue.
1979 Series 1 = 1/5/13 pta are SG 121-3
1981 Series 2 = 7/20 pta SG 137-8
1983 Series 3 = 26 pta SG 171
1985 Series 4 = 20 pta SG 182
1986 Series 5 = 35 pta SG 189
The catalogue value in SG for the entre five issues is given as approx $2 US.
So if you were sold them as a complete set it would appear you have been sold short.

I have just received a very nice MNH Set of stamps from Andorra. Try as I might, I can't identify them through 2020. There are different year dates in the lower right corner, starting with 1979. The currency "PIA" should be a give away. ?? Thank you. .
