According to the online translator I poked those Cyrillic characters into, the top line says "revenue stamp" in Russian. It looks stylistically similar to the example Russian (pre-Soviet) postage stamp from the back of my Scott catalog, with the Imperial eagle. The last 3 characters on the bottom text are an abbreviation for kopeck.

Yes, it's an 1887 Russian general revenue stamp.
The top line of the cancellation reads "KONTORA" = office
The third line looks like "S. PETERBURG" = St Petersburg
I can't make out the second line which may be the name of a business or some official function.

Scanned below is an unknown stamp I pulled from my St. Paul mixture box. I think it is a revenue stamp from.... Russia? Am I right?
In the second scan, I turned it sideways to read the cancellation. Anyone know what it says?
