Yes, it's a revenue stamp relating to weights (pesi), measures (misure) and (I think) trademarks (marchio).
It's an Italian government issue.

King Vittorio Emanuele III 1910. Revenue stamp for weights, measures and marks. This duty stamp is composed of two parts, one part remained in the tax office document, the other to the citizen receipt. My catalog of the 2006 revenues is 20 euros for both sides and 5 euros for the right side only.
In your stamp, the violet color has certainly been altered, either by washing or other factors ..?!

I have not seen this stamp before, and I don't read Italian Language. I think face valuation is "16 Lire." Need Scott Cat. # Thanks!
