I have a lack on my online Yvert catalogue for the period of 2012 to 2016 for such stamps

Why Not? those are valid stamps in Belgium.
The Value "1" indicates that this stamp is "NON PRIOR" and it can only be used inside Belgium for letters up to 50 grams
The Value "2" to be used inside Belgium for letters up to 100 grams
And the next stamp is a so-called PRIOR stamp for letters up to 50 grams
