What am I missing or doing wrong?

Not sure but it could be because there is only 1 page and although it has 27 items it does not, as a book, meet the criteria.
If you go back to the guide, members area, main menu, approvals, guide, you can follow the steps to set up a book and activate same.

I'm new at this. I set up an approval page and can't get an activate option.
