At the beginning of July 1941, the German Occupation government overprinted nine of the contemporary USSR postage stamps, for use throughout Lithuania. All of them, except for the 2 Kop. denomination, are shown above (Mi. #1-9, Sc. N/L). The stamps were overprinted "NEPRIKLAUSOMA / LIETUVA / 1941-VI-23" vertically. In Lithuanian, NEPRIKLAUSOMA means "INDEPENDENCE".
During this period, many Lithuanian towns also applied their own local overprints to existing stocks of USSR postage stamps. These overprints come in many styles and types. The local stamps for Vilnius, Panevezys, Raseinial, Rokiskis, Telsiai, and Zarasai are scarce but relatively affordable. The local stamps for Alsedziai and Ukmerge are rare and very expensive.
These provisional issues were replaced by the Third Reich issues for the Reichskommissariat Ostland, which were German postage stamps overprinted "OSTLAND".
Thank you for posting a thorough explanation of these WW-II era occupation surcharged stamps.
There are indeed 9 of these overprint stamps.
If you want to see the complete serie go to the following link :

Thank you Hocky Nut: I also saw your postings of "Pernau 8 VII 1941. I have several complete sets (1-9) also of this "Pernau" issue, in addition to the three stamps I posted in the thread. I am still unsure of how to price such items. Is there a catalogue other than Scott's that valuation can be determined for selling or trading?
I am using only the MICHEL catalog(s) but maybe the following links will help you :

These MNH, with sideways Surcharge, on Soviet/Russia stamps, have me stumped. The word "Nepriklausoma" is also noted. The meaning of this word is unknown to me, and looks like it could even be a Finnish Language word. Is a catalogue number available? Need Help!
