We have removed the requirement that the High Value Approval Books contain an index, and have added a new rule as follows:
"B1c. The use of an index on page 1 of an approval book, while not a requirement is recommended, especially for High Value Approval Books, and books containing multiple countries or topics."
We believe this is a good compromise based on the recent conversations on this subject.
