Police Exhibition, Google berlin police exhibition 1926, there's plenty of info. Poster stamps were issued as well

Your request is a little vague, but anyway: it is a commemorative postmark honoring the International Police Exhibition in Berlin 1926. There seems to be little information in English, but German Wikipedia has an article about the event. Search for "Internationale Polizeiausstellung in Berlin, 1926" (I cannot put a link in because of the comma in the title) and put it through your favorite translation routine.
