General Philatelic/Identify This? : Colombia Revenue used on Cover

My old Minkus South American cat does not note this as a revenue authorized for postage. That means very little, of course. Is this a postal fantasy, a genuine use? And what does the notation "troducida" (translated?) mean in this context? Any information will help.

The marking on the cover is "introducida" or "introduced". It suggests, that the cover was introduced into the mail system despite the postage being paid with a revenue stamp.

That seems to indicate, barring some alternative or routine explanation, it is a very interesting cover.
