Greetings.

The base stamp (Scott 411) is part of the 1922 series (which, in turn, are varieties of the earlier 1914 series). The stamp in question depicts the National Palace in the capital city of Managua.

In 1933 the stamp received the initial overprint resulting in it being reclassified as Scott C93.

Then in 1937 the stamp received the second overprint: Habilitado. (My understanding is the second overprint was applied to "reactivate" a previously retired issue. Correct?)

Questions:

Is this stamp (with the "Habilitado" overprint) listed in Scott?

Or is it the editorial policy to not list such issues?

What is the rationale for "reactivating" previously retired issues? Chiefly cost savings?

Will update my Scott to include footnote after the 1922 series as well as after the 1933 airmail series.
