I do not recall the fees being that high, are you sure that this is accurate for the 'Permit Imprint Authorization' (and not the more typical Precanceled or PreSort Business application fees)?
I few years back a bunch of folks got one and posted on this over in the SCF, they did not pay these kinds of fees but perhaps the USPS has jumped the fees way up?

Just did some checking (again) on the possibility of obtaining a Mailer's Postmark Permit from the USPS.....
...YIKES!!
Not gonna happen at THOSE fees!
No wonder no one I know does it;
one-time fee of $240, then another YEARLY fee of an additional $240 for an upfront cost of $480!
And you must hand-deliver your mail at the window and it must be approved by the clerk.
And if you want to send from another post office, you must pay another $240 for EACH POST OFFICE.
Certainly not worth the novelty of your own cancelling device.....
Oh, well....sounded like fun while the idea lasted!
