Well, it is a cover with Swedish stamps and Swedish postmarks. I would say the cover is from Sweden. The postmark is advertising an Israel Exhibition of some kind.
Not sure whether this letter actually went through the mails. It's missing processing marks, and the address does not conform to the 1990s practice when postcodes were commonly uses. However, I've seen many letters reaching an addressee without a postcode, and maybe the company was well enough known anyway.
I would tend to agree with Antonio;
I would categorize it under the issuing/originating country
if it were mine.
