Hi Bob,

This is a Japanese general revenue stamp.

There was one like this with no watermark in the 1898 set and a similar one with a pattern of horizontal zigzag lines watermark in the 1915 set.

Hi Bob,
If this stamp is green, it is Barefoot Cat.#28 in SOUTHEAST ASIA REVENUES 2006 edition. Value .50p
