Look in the Michel under "Etappengebiet der 9. Armee". The last paragraph under the stamps 1-4. It basically says that some Rumanian Fiskals had this overprint and were not for postal usage.

These are listed in the Barefoot Bulgaria and Romania Revenues catalogue of 2003.
The four here in the two larger sizes are:
#25 - 10 bani brown - £2.50
#27 - 50 bani olive brown - £50.00
#28 - 1 leu red brown - £10.00
#29 - 5 lei red - 15.00
The two smaller ones are:
#30 - 10 bani violet - £5.00
#31 - 2 lei green - £25.00
There are two different types of the overprint with thinner (Type I) or thicker bars (type II).
The Type II stamps are worth more.
