Hi, I picked up this oddity (shown below) along with a number of others all in a recent inexpensive purchase. I can't find it in Scott and it is lacking perforations so I'm thinking that it was clipped from a prepaid envelope or card. It is embossed... Any information or feedback will be appreciated.
