Hi Virgil,

These are from a 1920 issue from the Kingdom of Serbs, Croats and Slovenes (the future Yugoslavia) for use in Slovenia.

They are semi-postals for post-WW! Slovenia to support a plebiscite in Carinthia to determine whether it stayed in Austria or became part of Slovenia. Austria won.

The stamps here are from Scott Yugoslavia 4LB1-6. You have 4LB2, 3, and 5.
The Austrian semipostals for their side of the vote, which must have sold more copies, are Austria B11-B29.
