This seems like it could be a postal savings stamp. It appears used in Barcelona with a non-postal cancel. Does anyone know when it was printed?

At the time, this was the fee to pay for sending money thru the mail, pretty much like today sending money orders thru the mail.

Ok, so it was to pay the fee for postal money transfers?
I just found a 5 centavo stamp of the same design.
