All,
I was referred to an awesome stamp site that I had known about but forgotten. (Thanks M. S.)
I promptly added it to my favorites list.
It identified this line as a "seam line" that occurs every 15 or 16 stamps.
I'll be adding this strip to my collection and adding a comment about the seam line and frequency.
I still think it is odd that the outer border changes color (lighter green/darker green) in the same strip.

Regarding the last page of the PDF file link you posted;
I wonder where one could access the list of the other specialized checklists
as noted on that page??
Here's a link to the main page.
The header paragraphs are in Dutch (I think), but the pages are in English.

Thanks Dave!
I wonder what the next stamp to the left side would have looked like?
It is weird. You might want to share the image with Scott and see what they say.
Thanks for posting this, very interesting!

Does anyone have a PNC7 or more that they can post a scan of?

Sharing this and looking for inputs/comments.
My Scott specialized does not list a "Line Pair" for this stamp.
For modern coils with plate #s does Scott no longer list Line Pairs?
Is this stamp normal? The left most stamp is a lighter shade of green and the thin line borders are different: top and right for the left most stamp, top and left for the others.
Not to mention that line …
Boy, uploading pics/scans is so easy now! Thank You!
