It's Communist China - North China Chin-Ki-Cha Border Area 1948 Young Mao. Not listed in the general catalogues, but probably in specialised China

No, and i just found it in my (very) old SG China, as NC60a. If imperf (I see another beghind the shown stamp), it's NC60b.

And based on this info, I was able to identify it also as "Yang NC68" (I'm fairly sure).
