Anyone know of a printer that you can adjust paper size via its software command. That being Lighthouse 279x290mm stock pages. I want to customize my own album pages.

I use a Canon PIXMA Pro-100. Search on wide format or tabloid printer (11x17, 13x19) you will find a number of options in a broad price spectrum as they are mainly designed for photo printing.

When you create pages on a non-standard size (not ISO size (like A4) or US letter/tabloid), the trick is often how to create in software so the printer so it prints on actual page properly.

For example, I was creating a booklet (5.5-in x 8.50-in) and had to actually tell the software it was 8.5 x 11 and adjusted margins to only print in area. The printer driver did not know it (it used to but win 7 driver lost that feature). In my case, I used multi-purpose tray so I could center document like you do with envelopes.

I can't speak about all printers, but photo printers generally allow you to specify a custom page size. Of course the document creation software also has to be set to specific parameters which most album gen or general purpose software allows. Lighthouse pages are a cut size 11 11/16 x 10 9/16 in inch land. You can pay big bucks for true blanks or trim down your own preference which is a chore but works well enough. If you use the spring backs instead of the rings or perfect dp you don't have to worry about holes.
You can buy a paper corner rounder for the finishing touch. After you do all the work you can get a nice result but it is a task in and of itself and if its your only use of printers papers inks etc its no economy either.
