Oddly, I had one of those "racial memory" moments, obviously passed on from my mother, that made me think it was a charity stamp, and possibly "Zion". But I was too lazy to look into it further when I knew there would be experts available.

While Googling for the link I discovered (actually I should have remembered as I was a participant) that there is an existing StampoRama thread that discusses this particular label.
This would indicate that your label is much older than the early 1950s and is actually from 1901-1902

Your 'Little Guy' is very similar to the first issues of the Jewish National Fund but is actually a 1927 issue.
It shows the roulettes of the original but is actually perforated, looking a bit like a stamp within a stamp.
They were issued in booklets in panes of 3x5. Perf 12.
Rochlin #A38.
it was one of the regular issues out of the JNF New York Office.

I have the Kaplove Catalogue of JNF stamps issued in 1973. This shows this item as issued in 1927 by the US local office - New York. It is assigned catalogue #A38, which is the same as the Rochlin number given by londonbus1 earlier in this thread.
The picture in the Kaplove Catalogue is very small, however, so I could be mistaken.
