I had not shipped anything from US to Canada using USPS until last month. I did learn that anything over 1/4-inch thick (they have a go no go gauge) goes as a parcel not first class. My shipment was a tad over 1/4-inch.
The parcel rule applies to domestic mail too.

The US Postal Service has announced planned postal rate increases for both domestic and international mail, and for international mail coming to the US from other countries.
For mail originating outside the USA, the in-bound letter post terminal dues will increase 13.376% on January 1, 2020. This rate change was approved by the Universal Postal Union in September 2019. This means that sellers outside the USA should expect to pay more to ship orders to the US. Consult with the post office in your country for more details.
The domestic US postage rates still need approval from the Postal Regulatory Commission. If approved, the rate increases will take effect on January 26, 2020. The rate changes are as follows:
- First class letter, subsequent ounces and post cards = no change
- First class International letter increases from $1.15 to $1.20
- Priority mail flat rate envelope increases from $7.35 to $7.75
- Priority mail flat rate small box increases from $7.90 to $8.30
Other priority mail services will see larger increases. Increases of about 4.5% are expected for outbound first class international letter large envelopes and parcels.
Again, these domestic US rates are still subject to approval, but the inbound international rate increase will take effect in the seller's home country.
