I find this works well to reduce the size of a scan.

The 'Paint' program, which comes on many PC's is a very simple and
fast program to reduce image sizes as well.
I use this all the time.
The most common reason for an image not uploading to the Stamporama server is because the size of the image is too large. Make sure that the image is no larger than 1400 by 1230 pixels.

Error Numer 2, "The uploaded file exceeds the MAX_FILE_SIZE directive that was specified in the HTML form, which is 350,000 bites. " was returned
Was loading pictures of stamps for sale and this showed up and would not let proceed
