I tried to identify this on my own and still have issues. Can someone help me to identify this stamp, I think it early 1900 probably from Russia caucuses or the early Soviet Union.

Not Russian. I believe it is Afghanistan, Scott #205. 2011 Cat value of $7 mint and $2 used. Issued 1909.

The current scan is of a Turkish 2 paras newspapers and advertisements revenue stamp from 1875.
