United States, Scott #5342 (micro-printing "USPS" at lower flag grommet, which is visible in the image), and perf 11. That is the only stamp of this type with the micro-printing there.
I think the stamp in the image is perf 11.

The stamp information I obtained is from the March 18, 2019 Linn's with Scott Update. Volume 1A of the 2020 Scott Standard Catalogue does not go far enough to list the stamp. The US Specialized should have it, maybe Scott changed the listing since March. I have not yet received my 2020 US Specialized to verify.
The information I have is from the same issue of Linn's quoted by Michael###s. I think there must be an error as I have examples of both the die cut 9.5 and 11. It appears that the die cut measurements are reversed as the microprinting locations and plate number info actually matches the stamps I have.
Is it possible that a mistake occurred in the printing of the Scott update listing?
If Scott 5342 = die cut 9.5 and Scott 5343 = die cut 11, then all the other info matches.

It seems that my million Dollar dream is over! I just got confirmation that the die cut for #5342 is 9.5 and for 5343 is 11.

It came in an email to me:
I have just been informed that in the new 2020 Scotts Catalogue that the die cut of the 5342 is indeed 9½. (and the 5343 is die cut 11). I’ll get the y copy of the new book at CHICAGOPEX in about 3½ weeks.

I do not have the catalog for this stamp, but I see offers to sale this stamp.
Problem is that the stamps offered for sale are different.
The one I have and I think that it is the right one is scanned.
Description: die cut 9.5, horizontal, micro UPS on the lower rope on the left.
