It may be similar to the reason given by Michael
in another recent thread.

and were not valid for postage. Thus they are not
listed by Scott. ...."
So many countries have gotten on the stamp production
bandwagon laterly creating attractive "Jam Jar Labels"
to fill packets with colorful image to attract the unwary
collector and his, or her, money. and sometimes an
experienced collector is fearful of not being complete.
Scott and Gibbons are postage stamp catalogs, and if
an item was not used for postage and usage cannot be
demonstrated by valid usage on an envelope, they simply
do not list it. I do not know the specific reason, but
I suspect it lies along these lines.
