Looks like it's faded from exposure. Red is one of the first colors to fade out to sunlight.
Under a 30X loupe, the purple dots on the white background are all missing. If faded shouldn’t some trace be visible? But fading is a possibility. I need a microscope!
I presume that the stamp in question is the one on the left? You didn't say.
In the printing process, would not run yellow first, and then do a second print run of red to turn the already printed yellow bar, orange. Now, it is possible that the incorrect ink was used.
I also see in the Scott listing that the sheet of 16 (Scott #2107) has the orange bar. However, there are also four souvenir sheets of four stamps. No mention is made of the colors, and there are no pictures. It is possible that the souvenir sheets could have the yellow bar to differentiate the stamps from the sheet and the souvenir sheets. The souvenir sheets were sold in a special packet. That will take a little more investigation.
I have to get back to hurricane prep, but I’ll see if I can find some pics of the sheets and do more research. Be back later.
